It is not necessary to put glass over a framed oil painting, however if you prefer the look it is perfectly alright to do so.
When oil paint cures it hardens to a surface that is strong enough to protect it from fading or damage from the elements common inside a home.
If you choose not to put glass over an oil painting you may have to occasionally run a lint free cloth over it (gently) to remove dust.
