Wallpaper can be painted over, but it's a BAD IDEA. Sooner or later, the wallpaper will peel. When it does, the paint will be compromised and you'll end up having to refinish the entire wall.
It's a much better idea to remove the wallpaper. Then, clean & sand the surface before painting. Anything else will ultimately be a waste of time.
