you can't "make" a shelter, but you may purchase one. click on the icon to buy animals. then click on on the little hut that is under the animal on the right side of that menu. there will be a list of shelters. the cheapest one (the top white one) seems to be well liked by most of the animals. some of the animals need a different shelter... giraffes and elephants have their own shelters. and wart hogs like burrows. it may take a few tries to see what they like.
