There is no horn relay on a 1970 mustang
No horn relays, but there is a fuse. The one in the lower extremity of the fuse box it is a 20V Fuse.
it's on the fuse panel above your feet on the drivers' side.
It is located on the drivers side of the radiator in the engine bay.

The horn is mounted to the frame behind the driver side front fender just ahead of the front tire. If you have a wheel well shroud, you won't see it. You'll have to lay on your back and you'll see it through an opening at the bottom of the fender. Horn relay location I don't know.
The horn relay ic mounted underneath the dash on the rightside of the steering coloumn where the center console meets the dash on the driverside. It is connected to the chime box. To locate with ease place the key in the ignition and open the door to follow the sound. The relay is labeled e5eb.

A 72 Mustang doesn't have a horn relay. The problem that your car is having is probably either A) The wire coming from the turn signal switch to the horns is cut, frayed or broken, B) The wire supplying the horn power to the turn signal switch is, again, cut, frayed or broken, C) The turn signal switch horn contacts are worn out, or D) The steering wheel horn button contacts are worn out.
