Fish hooks were first invented by Cro-Magnons, earliest farners and, I dare to say, most civilized homo spaiens sapiens, not counted by comparing us, modern humans. The first hooks were made of bone, which worked OK but not so well, and then ivory for hooks were made. Much later, they were improved by modern humans, using metal and who-knows-what-else.
The exact inventor of fish hooks is unknown, as they have been used by various cultures throughout history. However, evidence suggests that fish hooks have been in use for thousands of years, with some of the earliest examples dating back to ancient civilizations such as the Egyptians and Mesopotamians.
It is believed that Homo erectus likely did fish as they were skilled and adaptable hunters. Evidence of fishing tools and fish remains at Homo erectus sites suggest that they had the capability to fish for food.

The Inuit traditionally used tools like harpoons and fishing spears to catch fish in rivers, lakes, and the ocean. They also used traps made of stones and nets made of sinew or grass to catch fish. Ice fishing was common during the winter months, where they would cut holes in the ice and use tools to catch fish beneath.
God 'invented' humans,
Homo sapiens used various tools for fishing, such as fishing spears, hooks, nets, and traps. The specific tools used depended on the environment and resources available to them. Fishing was an important source of food for early human societies.
