Unfortunately, there is animal cruelty everywhere. In China, they capture stray dogs and cats, and eat them. However, this raises the interesting conundrum: Would this be mistreatment of the animals, or the people? The people are staving, so are they justified in eating defenseless dogs and cats? Don't we in America eat defenseless chicken? Is it just a different culture?
So the answer is, it depends on your point of view.

This is wrong, since most Chinese people do not intentionally abuse animals. A new law has been proposed in mainland China which would prohibit a significant amount of cruelty to animals. Taiwan and Hong Kong already have tight animal welfare laws, and locals are seeking to expand them.

Because there are currently no laws in China to stop it. However, a new bill proposed in 2009 in China would prevent a significant amount of cruelty. The SAR of Hong Kong has laws against animal cruelty, as with Taiwan (not a part of the PRC but still another Chinese country).
Eating a cat is considered animal cruelty. So, yes, it is bad to eat a cat, even if you live in China where it's not considered animal cruelty. -_-
