Puppy mills are in fact illegal, that is not the problem. The problem come in enforcing the laws. In 1966 the federal Animal Welfare Act was passed. Regulations were written with the good intention of ensuring the proper feeding, housing, and veterinary care of dogs in breeding facilities across the country. It is the USDA's responsibility to enforce the regulations. The trouble is there is a shortage of inspectors to oversee these facilities and because of this most breeders have no difficulty in avoiding the laws entirely.

Puppy Mills is an awful place were they breed female dogs and sell their puppies at a pet store. Inside a puppy mill the dogs there live in bad conditions. Wired cages are stacked on top of each other. So all the dogs droppings fall through the cage land on other dogs and leave an awful odor. Plus since there isn't a solid flooring the dogs paws are swollen or cut from getting stuck and biting their paws off to free it. Some dogs haven't been outside for their whole live.
