Henry Burgh founded the Humane Society in 1866 and focused on the mistreatment of horses. The Humane Society later became The American Society for the Prevention of Cruelty of Animals (ASPCA). Shelters that focused on providing publc safety and protection of property rights slowly began opening. The first shelter that focused on humane treatment of shelter animals was opened by the Women's Branch of the Pennsylvania ASPCA in Philedelphia in 1874.
