If the cockatiel has seen the birds before for example if the cages are right next to each other then you maylet them out together while watching because it only takes a second for a cockatiel or even a parakeet to kill one another. If the cockatiel or parakeet has not seen each other before or rarely seen each other do NOT put them together. Cockatiels can be very territorial and defend it's space.
A cockatiel can go outside, either to live in an Avery, or on your shoulder. But beware that you may want to trim his wing (cutting the feathers on one wing of the bird, but not so short that it bleeds) and then tame him to sit on your shoulder and not fly away, or you may be looking for a new pet before you know it.
