If the cockatiel has seen the birds before for example if the cages are right next to each other then you maylet them out together while watching because it only takes a second for a cockatiel or even a parakeet to kill one another. If the cockatiel or parakeet has not seen each other before or rarely seen each other do NOT put them together. Cockatiels can be very territorial and defend it's space.

A cockatiel can go outside, either to live in an Avery, or on your shoulder. But beware that you may want to trim his wing (cutting the feathers on one wing of the bird, but not so short that it bleeds) and then tame him to sit on your shoulder and not fly away, or you may be looking for a new pet before you know it.

You should, it gives him a safe place to sleep and to retreat to when something startles him.

No reason to keep him caged when you are home though.

I used to just open the door and let him roam about, most times he just went to the top of the cage and sang.

To be happy and healthy a parrot needs a minimum of 2-3 hours out of cage daily along with 1-2 hours of human interaction daily. Along with this when the parrot is in his/her cage it needs plenty of toys (the best is to have many and switch them out every few days) along with mental stimulation like a tv or radio going.

you should wait until it gets use to people otherwise it will get scared and bang into something and die because they have small brains they cant survive.Also be careful with the furniture

You can take your cockatiel home from a pet shop as soon as you purchase it. They will probably put it in a little cardboard box for you to carry it in. I have one too!
