Well I'm sure they can communicate to the same type of animal but if they are different animals i would have to say no. because different animals communicate in different ways, Like a mouse squeaks and a dog barks. its kind of like someone Chinese hearing a Spanish person, they wont be able to understand.

Chimpanzees have been taught sign language, and horses learn verbal and non-verbal cues.People think parrots only mimic, but sometimes there is evidence of actual thinking in all animals with certain levels of intelligence , as witnessed by fire rescues by cats and dogs, and parrots dialling 911 for stricken owners.Don't underestimate a pet's ability, especially when their people are in danger.
