Cyrus the Great
Cyrus method of governing was he treated conquered people with kindness. He was known to have shown great respect for other peoples religions and customs and even worshipped at their holy sites.
Cyrus the Great was the ruler during the Achaemenid Empire (550-330 BCE). He was able to finance his military campain by plundering the treasuries of the cities that he captured.
how did Cyrus treat the captured people? Cyrus, Darius, and the Persians... used policies of toleration's, allowed leaders to remain in power, did not destroy homes, allowed people to keep their religion and culture, and collected tribute. Ashurbanipal and the Assyrians treated captured people... used policies of cruelty, tortured leaders, burned cities, sent people into exile, and collected tribute. These 5 people used different treatments for captured people but only 1 thing makes them the same ... that is that they both collected tribute. The answer is in the World History Ancient Civilizations textbook.
