Ancient Greece was comprised of a couple of thousand independent city-states spread around the Mediterranean and Black Seas. Some of these cities individually formed democracies.
It began with a struggle between the aristocracies and people at large for political power. If the people were successful they would meet regularly in assembly and give directions to a council which carried them out. They also constituted law courts run by themselves a jurors.
