Cleopatra was not a strong leader. She was a weak ruler of a crumbling dynasty. She was desperately trying to prevent Rome from taking over her country but she had no leverage to do so. Egypt had no army and its wealth was tempting to outsiders. All Cleopatra had was her personality and her ability to manipulate people in a one on one situation. This ability worked on Caesar and Antony, but it ran up against a brick wall when she tried to manipulate Octavian.
