None of these herbs are illegal. You have been able to purchase Pep Pourri for a long time if you were to break it down to its ingredients. Someone decided to package all these herbs up into a mixture to maximize the effects you get from smoking each one. It is also listed as a "pourri" now, like the kind your mother probably puts in bowls around her house. This is a cover as far as I can tell, because you are supposed to smoke it (Pep Pourri/Spice.
