Once a state becomes a part of the United States of America, it is no longer independent; Michigan was admitted to the Union in 1837. As a member of the United States, Michigan does have certain states' rights, but it must also accept that the U.S. Constitution takes precedence, and that the President of the United States in the leader of the entire country.

It has all the characteristics that define a state under international law.

Texas could be defined as a nation, as it is a large group of people that share a common culture, language and possible history. However, Texas is not a state, defined as a sovereign entity, so it is not a nation-state as the term is typically defined. If you defined state instead as a sub-unit of the U.S. then perhaps you could define Texas as a nation-state.
