A society enters upon the process of civilization, only when it is able to afford a minority who does not work, but just sit, eat and think. But when you sit and think and somebody comes along to snatch you away or stab you to death, then certainly you can not think. When there is lawlessness and anarchy in society, there is no advancement of civilization. That is where a Government becomes relevant. It offers security. Security is a pre-requisite of civilization. In this way, Government is an important aspect in civilization .
