If you read The Federalist Papers and specifically Madison's, you will find that not only did they intend to maintain the principles of The Declaration of Independence and but the new central government, was lacking one power. The right to regulate commerce. (Your answer).
Moreover, the Constitution was only adding one power and it was only intended to reinvigorate and not to change anything, but that one power.
Of course other people with other ideas; who thought they knew better soon changed this central government to a central authority. They used the right to regulate commerce to aggrandize, monopolize, and create a new wealthy aristocracy at the price and cost of the men, women, children, widows, widowers, and orphans of the Revolution. In the process of seizing control of the economy because of this one new power; the central government became a central authority.
