The founding fathers created a government based on federalism to avoid tyranny by allowing more citizen participation through both state and national elections for public offices. The idea was also that new ideas and programs could be tested at the state level without impacting negatively the nation as whole as well as that particularly divisive state leaders could be contained within their state.

Many delegates feared a national government that was too strong and many delegates feared that states' rights would merely continue the weak form of government under the Articles. The Constitution created a federal system of government (federalism) as a compromise. Under federalism, power is shared and divided between national and state governments. Both levels have their own agencies and officials and directly affect the people. The Founding Fathers really had no other choice except federalism. The weak union created under the Articles would not work yet people did not want to give all the power to a national government. Federalism was the middle ground--compromise--a way to distribute authority between the states and the national government.

After the Revolution, America's polity (how society organizes into a governing body - as with America's bicameral legislature), were The Articles of the Confederation.

However, The Articles of the Confederation, had one weakness; and it is referred to in the Preamble to the Federal Constitution as ... in Order to form a more perfect Union...

If you read The Federalist Papers and specifically Madison's, you will find that not only did they intend to maintain the principles of The Declaration of Independence and but the new central government, was lacking one power. The right to regulate commerce. (Your answer).

Moreover, the Constitution was only adding one power and it was only intended to reinvigorate and not to change anything, but that one power.

Of course other people with other ideas; who thought they knew better soon changed this central government to a central authority. They used the right to regulate commerce to aggrandize, monopolize, and create a new wealthy aristocracy at the price and cost of the men, women, children, widows, widowers, and orphans of the Revolution. In the process of seizing control of the economy because of this one new power; the central government became a central authority.

For more about that you would have to read The Never Realized Republic: Political Economy and Republican Virtue: The reviews on Amazon alone will give you a good sense for the motivation for creating a federal system but remember; Madison is the inventor and sole advocate of such. Unfortunately, he soon distanced himself from "those other people with other ideas ," as the whole Revolutionary generation were collectively stunned when they witnessed in a short amount of time, the misery of mercantilism, (the political economy that preceded capitalism, and one of the motivations for Revolution in the first place), merely modified to become known as capitalism.

The constitution created a federal system as a compromise so that power of government would be shared between the states and federal government, and the federal government would not become too powerful. It was the only choice the founders thought they had in order to achieve this.
