Barack Obama, Bill Clinton, Franklin Roosevelt, Herbert Hoover, Calvin Coolidge, Warren Harding, Woodrow Wilson, William Taft, Grover Cleveland, Martin Van Buren, John Q. Adams and John Adams saw no military service of any kind.

Several others served only in state militia or reserve units.

When Bill Clinton was questioned about his lack of military service, he said that Woodrow Wilson also never served but still led the US competently in World War 1. Because of his affliction by polio, Franklin D. Roosevelt could not serve in the US armed forces, but he served as Secretary of the Navy in World War 1 and as President in World War 2. Clinton, Wilson, and Roosevelt are the only three I know, but there may be others.

The following presidents did not serve in the military: Presidents John Adams, John Quincy Adams, Martin van Buren, Grover Cleveland, William Howard Taft, Woodrow Wilson, Warren G. Harding, Calvin Coolidge, Harbert Hoover, Franklin D. Roosevelt, Bill Clinton, and Barack Obama.

Fourteen of the 43 US presidents had no semblance of military service. Nine others served only in state militias or reserve units or had other special assignments.
