When either 2/3 of both houses or 2/3 of the states "deem it necessary" is the only limitation placed on the amending of the US Constitution. Very careful consideration has been used to date in making such changes.

the Constitution can be amended because Congress has the right to stretch the laws so they can always add things and the people who made the Constitution knew that in the future there would be new things coming up and if they couldn't change the Constitution then it wouldn't make sense anymore.
