In the United States, the process of apportionment means the redistributing of the seats of the House of Representative in the United States on its 50 states (with each constitutionally mandated decennial census). At least one seat constitutionally is guaranteed to every state.

The House of Representatives limited the number of members to 435 people through the Permanent Apportionment Act of 1929. This was because rural and urban areas were upset about how the seats were being distributed.
The House of Representatives.The United States Constitution originally set the rules of apportionment for Congressional seats based on the population at that time. The number of seats in the House of Representatives was then at 65. However, this number continued to grow until it reached 435 by 1910. With the population of the United States continuing to grow, House leaders determined that something must be done to keep the number of Congressional seats from reaching an unmanageable size. Consequently, the Reapportionment Act of 1929 was passed and the current system of apportionment was set.
