Under the Twenty-third Amendment to the United States Constitution, Washington, D.C. is allocated as many electors as it would have if it were a state, (but no more electors than the least populous state). Since every state has at least 3 electoral votes, Washington, D.C. is allocated 3 electoral votes.

The number of electors a state has in the electoral college is?

According to Article Two, Section 1, Clause 1: "Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector." Thus, the number is equal to the sum of the Representatives and Senators for that state. Under the 23rd Amendment, the District of Columbia is given a number of electors equal to the lessor of (a) if it were a state OR (b) the fewest electors given to any other existing state. Currently, D.C. gets 3 electors.

What is the present number of congress?

435. Congress has the power to authorize the number of representatives based upon population and it has fixed the number at 435. As a side note, the number of electors in the electoral college is 538, 100 Senators and 438 Representatives. The extra 3 electors are for Washington D.C. so the people living in D.C. have a say in the presidential election. Although it is given these electoral votes D.C. has no actual Representatives in Congress.
