The Federal bureaucracy is essentially synonymous with the Internal Revenue Service in the United States. It is actually synonymous with all branches of government in which people have to "jump through hoops" to get anything accomplished.

Bureaucracy is part of every branch of government; however, one definition from the Merriam-Webster Dictionaryspecifically mentions "an administrative policy-making group" (definition 2) which many would associate with the Legislative Branch, although each Branch makes policies relevant to its function in government.

Merriam-Webster Definitions:

  1. a body of nonelective government officials
  2. an administrative policy-making group
  3. government characterized by specialization of functions, adherence to fixed rules, and a hierarchy of authority
  4. a system of administration marked by officialism, red tape, and proliferation
