A majority ( more that half ) of the Senators voting must vote in favor of it to pass a bill. The actual number depends on the number voting. It is rare for all the senators to be present and vote. If the vote is tied, the vice-president of the US can vote to break the tie.

218 votes ( one more than half of 435) in the House and 51 votes in the Senate are needed if everybody votes. Otherwise one more than half of those voting. In the Senate, 50 votes is enough if the vice-president votes "yes ".

There are 435 representatives in the House....so 218 is required to pass a bill in the house -- unless there are vacancies. If there are vacancies then it's 50% of the votes + 1.
