The Speaker has a vote if he/she is a member of the house of representatives

BUT ... the speaker of the house does not have to be a member of the house of representatives in order to become speaker

so, the speaker has a vote if he/she is a member, but that does not always have to be the case

The speaker of the house does not get to vote. The speaker must be non-partisan and voting would take away this aspect.

Yes. The house speaker vote and sometimes that vote breaks or pass bills in the house.
