The Declaration of Independence was adopted by the Second Continental Congress, which consisted of a delegation from each colony. Each delegation was entitled to one vote on behalf of its colony, and was obligated to vote in accordance with the instructions of their colonies. In May 1775, when the Congress first met, most colonists were still loyal to King George and hoped he would intercede with Parliament on their behalf. Several of the colonies had therefore expressly prohibited their delegates from the radical step of voting for independence. However, after Great Britain continued to pass laws intolerable to the colonies, and King George III had not only refused to consider the petition from the Congress asking him to intercede with Parliament, but had instead declared the colonies to be in rebellion, support for independence grew throughout the colonies. In June, Congress postponed further discussion of independence in order to allow time for the remaining colonies to authorize their delegations to vote for independence. New York abstained; it had not been able to get revised instructions because the New York Provincial Congress had been forced to evacuate when British troops approached and could not meet at this crucial time. As soon as it could meet, about a week later, it sent revised instructions to its delegation and New York was able to vote in favor of independence.
