This is unlikely to ever happen with any human dictator, because humans are selfish and irrational, but it might be achievable by Artificial Intelligence if it becomes powerful enough. This is the eventual outcome of Isaac Asimov's stories about the three laws of robotics.
Many people would say that a democracy is the best system, but it has some major flaws like when people have to choose from parties or presidential candidates. The problem is is that those people are known to be good lyars, and most of the time things don't improve at all. They just want to be elected. The 2nd problem with democracy is the fact that many people have little to no idea what every party or candidate wants to realize. It's much, confusing, and again: lies. The last problem is the voting itself. Like when Obama won the 2008 elections, he had 52.9% of all votes. McCain lost with 45.7%. There is a diffrence, but not a big one. So that means that still millions of U.S citizens were not happy with what happened. See what I'm meaning? But it's not about people being happy all the time, but taken good care of. Like when a mother doesn't want het child to take some more candy: it makes the child happy, but it's not good for the child to eat more. The best system would be one where really wise, humane and social people would form a council, and decide over the people with a balanced mind, ike the mother. Because the people are not politicians, they don't know what's good for them. But honest and wise people who learned for this, and are gifted in it could do a very good job. This would be an aristocracy. Plato stated that this would be the best system, but in reality people always tend to get greedy or corrupt. Even the wise sometimes. And that's where a constitutions kicks in. It will bind the council to certain rules, preventing them from turning corrupt. The people still have power: they bring in their complaints and requests, which the council MUST discuss. And when the council turns corrupt, a temporarily democracy will restore it.
