Hi,
The common cause of this type of problem is the Fuel Level Sensor, which is mounted in the gas tank.
What happens is the little metal fingers that touch the sensor become old, start to bend, and eventually break off.
The ultimate fix is to replace the sensor, which normally requires that the fuel tank be removed.

The sending unit is probably bad, not unusual.
its a transistor located behind the cluster panel.usually cost 45 dollars from nissan......symptons are usually empty fuel reading and temp reading are nil. If fuel gauge goes from empty to full can be ground wire problems.
My 2000 GLS does the same thing. When I fill it it reads full for a few moments then goes to straight to empty. If I am going down the road I can shift into neutral shut the motor off and restart but the gauge does the exact same thing again. I was told it was the sending unit but have not fixed it yet. The guage works fine after some driving and the needle comes off full.
The problem is most likely the sending unit, not the gauge itself. The sending unit would have to be replaced.
my 86 did the same never would read more than 1/4 tank after lots of checking things i replaced the gauge and it worked perfect..

It sounds like your float, located inside the tank is stuck. If the gauge goes to empty, when the switch is off, this is probably what is wrong. This applies to mid 90 vans.

I believe that there is a bulletin that Chevy has that includes reprogramming the engine management control module, it may also include fitting a new fuel level sender. You should contact your dealer.
As my understanding is, the failure of the gauge is a result of the float in the tank getting a hole in it resulting in it filling full of gas and..well, not floating (grin). Pretty simple, drop the tank, remove the float, fix or replace the float and reinstall. If you have replaced the fuel pump, float (the entire unit basically) and it still has the same problem, and Upon start-up it goes to past full and the goes down to past empty, it could be an electrical problem between the tank and the gauge. You needs to check your fuses. The 1991 to 1994 models have a 15 amp fuse in location # 17 for the fuel gauge
