If you mean the engine is revving higher than normal or fluctuating a little it is probably due to the electronic control system compensating for an unusual condition. In colder conditions, the controller will increase the idle speed to warm the engine more quickly and to compensate for colder, thicker oil both in the engine and the transmission. When the engine warms up, the idle will return to normal. You may also notice fluctuations when devices in your car turn off and on. For example, in warmer weather if the vehicle is left to idle for a while or soon after you get off the highway you may notice the idle surge as the electric cooling fan on the radiator kicks in to cool the engine coolent. If you are idling at a stop and you turn on the lights or the defroster fans, you may notice the idle dip and surge as the system compensates for the extra load put on the alternator. There are also times when your engine may be trying to compensate for an error condition like a bad emission sensor or a vacum leak. If you ever notice that behavior and your check engine light comes on you should take it in for service.

It is not illegal to leave your car running while waiting for someone in a parking lot as long as someone (a licensed driver) is in the car.
Sounds like you might have to replace the gasket in the roof of the car. You might want to try sitting in the car while someone soaks the top with a hose to see if you can find where it's leaking from.
Check the brake pedal sensor sounds like this is your problem assuming that you are pressing the pedal while trying to shift out of park

your first mistake you pushed on the gas pedal while you were in park you can mess your transmition up that why but it sounds like a carrier barring
