Need to make sure that the spring is still inside of the lower radiator hose and has not rusted away.
Start engine and drive it a mile or 2 and then come back home and turn engine off
open the hood wait 5 minutes, then climb up on the bumber and run your hand down the radiator on the inside from top to bottom, it should be the same temperature give or take a few degrees from top to bottom. If it is hot at the top and get's colder are just flat cold as you go down with your hand then the RADIATOR IS STOPED UP.
REPLACE RADIATOR
To locate the thermostat on a Chevy Celebrity follow the upper radiator hose to the coolant outlet, which is mounted to the top of the thermostat housing.
Drain the radiator into a container. Remove the top radiator hose at the engine. Remove the 2 bolts holding the thermostat housing and remove the thermostat. Clean both surfaces and install the new thermostat. Reinstall the upper radiator hose and the coolant.
im having the same problem with my 1994 I've replaced the heater core,thermostat,radiator,i checked the coolant, and it's not over heating or nothing and still no heat lol
Blown head gasket?
You could have a bad water pump causing no coolant flow, inoperable radiator fans, a coolant leak,............
Drain the radiator in a container. Remove the engine end of the top radiator hose. The housing has 2 bolts that you remove. Remove the thermostat and clean the surfaces and reinstall the thermostat. Reinstall the hose and add coolant.

Could be: Low coolant in the radiator - or - thermostat stuck open - or - heater core plugged.
Coolant enters the water pump from the lower radiator hose. The water pump pumps coolant into both sides of the engine block towards the rear of the block. Coolant then flows up into the cylinder heads and flows toward the front of the heads before crossing over into the intake manifold and up to the thermostat. Coolant then flows through the thermostat into the upper radiator hose back into the radiator.
The 2005 Chevrolet water coolant thermostats, is located on the front of the engine, near the bottom. You can follow the water supply hose from the radiator to the thermostat.
Drain the radiator into a container. Remove the upper radiator hose from the engine at the thermostat. Remove the bolts, housing and the thermostat. Clean both surfaces and install the thermostat and gasket. Reinstall the housing and upper hose and top off the coolant.
The function of a car thermostat is to ensure that coolant gets to the radiator when it should. It blocks the coolant from reaching the radiator when the radiator is cold, and then lets it flow once it is heated up.
