All cars that I know of lock both wheels when the E-Brake is pressed
either you have lost your brake fluid through a leak or you need a new brake master cylinder (the type of master cylinder varies according to if you have anti-lock brakes on all wheels, just the back, or not at all)

RABS stands for Rear Anti-Lock Brake System and is found on all Bronco models except for 93-96 models (they have ABS on all 4 wheel). An anti-skidding sensor on the rear axle sends information whether the rear wheels locks on braking or not to a Control Module which regulates the brake fluid pressure to the rear axle preventing the wheels to lock.

The ones with a handle (usually between the seats) You pull a little bit of strain on it then press the button on the end and push it down. The ones with a pedal, You push it down all the way and it should release. If neither work your brake could be stuck on and you would have to take the wheels apart to fix it.
