Not likely. Because of the body style change between 1992 and 1993 (3rd generation to 4th generation), it is unlikely that the rear end will fit due to the difference in fender sizes and other specifications.
It probably will as they probably used the same steering column. Most 4th generation F platforms (93-2002 Camaro/Firebird) have interchangeable parts. So, yes you can replace the steering column for a 1999 Camaro with a earlier 4th gen F body.

With seat mount modifcation. The seats probably won't line up with the factory seat rails of a 1968 but you can fabricate custom seat mounts out of sheet metal and a welder.

No, the 98 Camaro is when Chevy started switching things up, they headlights aren't the in cased bulbs for headlights they are now a 9000 type bulb such as a 9005 I believe is what 98 Camaro's take for headlights. The only way I could think it was possible is if you replaced the headlights, hood, fenders, bumper, and I'm not sure then if it would still work. Those two years are the two different 4th generation Camaro's made.
