It's a Mercury Cougar. I'm afraid this car has problem after problem and needs to be not driven. That aside, 1. starter is bad 2. battery is bad 3. wire problems (very possible with this genius wiring system in these cars) 4. engine seized 5. fly wheel seized. Could also be a short in the ignition column. Wiring problems are wicked bad with these cars for sure.

Where is the EEC connections for a code reader on a 1995 Mercury Cougar? Is there any suggestions why the engine won't turn over. Only a ticking sound is heard and sparks from the battery sometimes appears when trying to start.
some of the Mercury cougars had a recall on their fuel pump..symptoms are you have to keep your gas tank filled at least at half and over or when it gets below half bogging occurs..this is covered for up to 10 years..if your having this problem it can be fixed for free..just go to your ford dealership..i have a 2000 cougar and it had the fuel pump problem. how do you change the fuel pump in a 1999 cougar
I had a Mercury Cougar with the same sound, I replaced the rear stabilizer/sway bar links. They are reasonable inexpensive and are very easy to replace providing you have some experience with working on suspension.
Either that or put a rag around the fitting you are loostening to keep from spraying fuel all over the place.

Had a 98 with same prob. Check MAF sensor
R12, which is very expensive. Have it changed over to a newer refrigrant.
There is 2 possible problems -# 1 your a/c system is over charged . # 2 The temperature control valve is not working properly
