If you have oil on the tops of the spark plugs, then you need to replace the valve cover gasket and plug tube seals.
check the coil pack. and look for an internal oil leak either thro the piston rings head gasket or valve guides

Oil on the outside of the spark plugs is caused by a leaking valve cover gasket. Replace the valve cover gasket. Oil on the electrode of the spark plugs indicates the engine is worn and is burning oil. The only fix for this is an engine rebuild.
the seal on the valve cover needs to be replaced. my 2000 neon had the same problem. I replaced the seals in the valve cover and it fixed the problem. The kit came with the seals for the spark plugs.
Worn down piston rings will allow the oil to seep up into top chamber where the spark plugs are. Otherwise, you just have too much oil in your crankcase.
I am not a professional mechanic but i think that you might have blown rings on the pistons that have oil on the spark plugs. what is probably happening is the rings are bad so, you are not getting good if any compression in the cylinders and the oil on the plugs is probably from a bad oil control ring also on the pistons and the oil is getting past the pistons onto the plugs.
