I think it could be due to geometrical shape of the electrical contact at the socket or housing If the contacts are in an arc shape, it might reduce the surface contact to a very narrow point which will overheat by lack of material for heat dissipation. the overheat situation will create a spark at the contact which will create some carbon deposit which will increase the contact resistance inducing more heat until melting. Either there is a wire lose or the flasher relay is not working right or lose in its socket.
this may be a bad groun on the light ficture itself check the contacts on the light socket .. it could also be a faulty light
find it then remove it from its socket and then put anew one in its place.
On my 1998 Intrigue I changed the front passenger turn signal bulb and still would not work. I was forced to buy a new socket from the dealer for $36 and they told it was known week link (the socket that is).
The 20th century !

General Signal ended in 1998.
I have used a socket with a ratchet handle. The ratchet will allow you to get more travel to move the pulley and get the belt off.
The starter bolts on a 1998 Dodge Dakota require a 5/8 inch socket or wrench.
Looking for Picture of Turn Signal Relay for a 1998 Ford Explorer.
On the 1997, 1998 GMC Yukon, the tail light socket, especially the right rear turn signal socket, tend to experience faster wear/ corrosion. Try using a non-conductive compound like painter's caulk while reseating/adjusting the bulb till it works. Let it dry in this position, then reinstall the fixture. Alternatively, replace the light socket module.
