The door jamb switch normally completes the power circuit to the dome lamp when the door is open. When the door is closed the switch opens the circuit, removing power from the dome light. If the switch is dirty, defective, stuck pushed in, or disconnected from the wiring, when the door is open the switch does not close the circuit and the dome light remains off as if the door is still closed. The headlight switch provides an "alternate path" to close the same circuit and allow power to the dome light. I had the same problem on a 1997 Chevy C1500 pickup truck.

This is from a relay under the dash that turns your dome light on. More than likely, you are missing a rubber pad in one of your doors that pushes up against the switch to turn your dome light on. The front doors have 2, one is for the headlight warning. Check all the doors and check for a loose switch also.

Pull the switch and change bulb in rear. 1 for night light and 2nd for fog light indicator.
Check fuse and headlight switch itself. The switch and its plug are probably melted.

When my 95 Neon light stayed on, it was caused by a bushing on the door that fell off. Without that bushing, the switch was never pushed in and the light remained on. Check all your doors. turn the headlight switch until it goes off or the other answer
Just to the right of your headlight switch , on your dash , is a dimmer wheel switch. I know when that is rotated all the way up it turns on the courtesy light when the doors are closed - check to see if it also turns on the cargo light
The fog lights are turned on by pressing the fog light button on the headlight switch. On my truck, you have to pull the switch out that turns the regular lights on.
