It wont start
Get a tuneup on the bike, focusing on the carb and sparkplugs. When starting your bike, kick slowly until you feel the most resistance from the engine, return the kicker to the top and then give a good hard kick. It's a high-performance engine, so the compression is going to be higher than a regular engine making it harder to start. Especially when it's cold.
Take out the spark plugGet a lighter and light the silver part of the spark plugAfter that kick the dirt bike over about 5-6 times.If that still does not work repeat number 1 and 2 and get a mini torch and get the spot on fire where u put the spark plug while on fire kick the kick start over a few times and put the spark plug back in if that does not work u need a new spark plug.....happens to my KTM 65 2000 all the time!!
You need a totally different left engine cover assembly with the kick start componenets. Easier just to get a whole moteor with the kick start, which they starting using in 80 or 81....good luck You do not need a different cover. Actually you can not use a cover from an 81 express on your 80 or older express. It wont fit. 81 was the first year of the kick start and the transmission case is completely different. Anyway you can convert yours to kick start but it requires quite a bit of work. Involves taking the side cover off removing some parts replacing a spring with the correct washers and rebending another spring in a different direction.

Either use the kickstarter, if it has one fitted, or bump start it.
If the kick starter works, but only works sporadically, but the electric starter won't work at all, this usually means that the starter assembly is bad. The kick start is able to generate enough power manually to create ignition, but the electric is not.

Well, You have to buy a new battery 1ce a year Unless u turn ur pocket bike on every day or try recharginf ur battery. If that doesnt work that meanz that ur Coil Or starter might have been gone
When it's cold, pull out the kick-starter and give it a full kick. Full means from the very top when you just start to feel resistance to the very bottom when it hits the foot peg. Repeat until it starts. When it's warmed up, pull the little lever above the bike's clutch and reffer to the above explanation for the rest. If neither of those work, your bike may have a compression problem or something else.
A Low-rider bike is about 500 to 200 dollars the good kinds some used old low-riders might be 100 to 50 dollars but they wont work that good. :D
