Sensor is likely bad
You move the tensioner's arm with a breaker bar. The map for the belt is usually glued to the radiator support, or underneath the hood. The schematic for a 1999 Buick LeSabre fan belt routing is in Section 6 page 66 of the owners manual.

The oil filter location for the 2000 Buick LeSabre is on the front of the motor. Look just to the left of the fan belt near the left side of the motor.

Just went through that problem with my 1990 LeSabre. I checked the fuse box (panel on left side of steering column where light switches are) and it wasn't a blown fuse. Took it to a trusted mechanic and the problem was the fan motor had blown and needed to be replaced. If you're driving in winter and the bottom of your window is defrosting with the fan not blowing, you're getting heat from the engine through the vent and your fan motor is more than likely the issue.
Many reason: blown fuse. seized motor. Faulty switch. Broken wires. Failed ballast resistor pack. These are the 5 i think most likely.
Either it has a bad ground, or the motor is bad.
Could be a blown fuse. Make sure the blower motor is not burnt out. Could be a bad relay switch. Make sure your dash controls are working properly.
