could be a couple things
did you check your fuses?
bulbs could be burnt out, and only giving normal headlights, might want to replace
you might need to replace the headlight/highbeam arm that stick out of your steering coloumn. cheapest thing first.
start with fuses, then bulbs etc.
it will also look like your high beams arent working if you have a build up of dirt on them, it will dim the light significantly.
It might be the high/low beam switch. Had to replace one on my '96 when I had only low beams.
Low beam bulb burnt out? Replace bulb. Bulbs OK? If the dimmer switch is also the turn signal/cruise/headlight on and off switch, you probably have to replace the entire switch.

You can,t switch between high and low beam in DRL mode. Only when you turn on the headlights with the HL switch.

At night yes, but in the day no because the sunlight overpowers the headlights and high beam lights.
No, you should not use high-beam headlights at all in heavy fog.
Had the same problem. Found it to be a bad ground wire for the headlights. There are two ground wires for the headlights, both are directly below the battery. You can see one of them if you remove the drivers side headlight. It is right behind the radiator hose. The other is a few inches from that one.
Car headlights have to be able to "dip" so as not to dazzle oncoming traffic, they therefore can switch between a "high" beam and a "dipped" beam and thus have a dual beam.
I was looking at the 1996 Mercury Grand Marquis Owner Guide and it shows that you can change each of the ( 4 light bulbs for the 2 low beam and the 2 high beam headlights ) ( the low beam headlights take bulb # 9006 ) ( the high beam headlights take bulb # 9005 )
