Likely one of the sensors is acting up - at least that was the case on my 2001.
A sensor sending back bad signals, or no signal triggers both the ABS and traction control warning lights.
I had to pay a shop to read the codes ($45 at my favorite tire store) - and we determined the most likely suspect was the left-front sensor.
Another $45 to the dealer (not exclusively a dealer item - most auto parts stores carry them) and a 20 minute replacement job - I was warning light free and both ABS and Traction Control were working again. :)

On a 2003 Ford Windstar : The TRAC OFF warning light means that either the traction control system has been turned off by the driver or there has been a problem detected with the system There is a rectangular shaped switch , marked T/C ( I assume it is located somewhere on the dash ) just push the switch again and if the system has been turned off by the driver the light should go off because the traction control system should be turned on now
