My friend bought a 1991 Trofeo with a dead guage cluster. After some Google research he just changed out a capacitor on his gauge cluster (IPC) and it made it work again. The odometer then showed "Error" so he changed the BCM (Body Control Module) and it then read 149356 which could be the mileage of the replacement BCM. We aren't sure what the real mileage is so I can't say if 149356 is correct but at least it is not reading error anymore. The BCM from a junkyard was $70.
Engine running above idle around 13.8v to 14.5v

You need a scan tool, or cycle the key on,off,on,off,on and depending on the year either count the flashes of the check engine light or read the code in the odometer.
It changes the ratio between the drive differential and the wheels. Your odometer will read high for the distance traveled.
