Sounds like your ground source is weak, the gauges don't work with the lights on because the illumination circuit is using all or most of the ground, I ran into the same problem on the identical vehicle. Restore a proper ground to the cluster and it may cure it. (I put a separate ground lead from the dash to the ground circuit on the back of the cluster).
You have a blown instrument lights fuse or it is just turned off. There is a rheostat that controls the brightness of the lights. Find it and adjust the brightness.
you cannot service panel lights on 2000 impala . you hav to replace the instrument cluster.
I would love that answer as well. Some of my instrument panel lights are out, and the diagram in the owner's manual is horrible.
These are usually located in the front of the vehicle. Look through the users manual to find out what each of the lights mean.

I have a 2003 chevy cavalier instrument clusterpanel lights stay on with the car off and it crank up and run fine but none of the gauges work after i put a new battery

the dimmer switch that controls your dash light brightness may be bad.
You need to remove the dash in order to get back there to replace any blown bulbs.
check that choke is operating correctly
