The blend door is on a vertical axis in the Explorer and it sounds like when you set the fan to high, you are blowing the door to a position where the heater core is open. The root cause of the problem is a broken blend door. Once the door breaks, it "blows in the breeze" and there are different combinations of turning corners hard, hitting bumps, changing fan speed, switching mode, etc. that will get temporary heat. The blend door has to be replaced to regain control of the system. This is a common failure on the Explorer and is an expensive fix at the dealer. The most likely answer is that he disconnected a wire that he did not reconnect. You should take it back to the shop and let him reconnect it. He will know exactly where that wire is because he has done it many times.
Try it in the ignition and see if it works. I sold my 1993, but I am pretty sure it cannot.
Have you checked the bulb , it has 2 filaments in it , see if one of the wires is broken
could be head gasket problem. does your heater work? might need heater core , clogged up. do compression test. or bypass heater core and see if that works.
Run a direct wire from the battery to the horn, if it works the problem is in the horn button or the fuse. On second thought, use a test light to see if the horn wire is getting power when the horn button is pressed. If it is, make sure the horn has a good ground. If everything checks out, replace the horn.
Try changing the bulb that doesn't have the low beam. Check at your local auto parts store for the correct bulb.
the ac only works on high the AC blower motor resister is located behind the pass. side kick panel's. just ahead of the door. this only applies to Eddie Bauer's. all others are on the side of the blower motor housing behind glove comportment Eddie Bauer us a solid state type 2"x2"x1" box. if the AC only blows on high the most likely casuse is an open inside the restior.

The heater control works along with electrical controls to properly operate the heat. If the unit is electronically controlled, then computer codes can be checked to see if there may be a problem.
Get the air out of your heater core.
The heater motor speed resister is burned out.
