I have a 1998 Accord and I think if you cannot get the shifter out of park, it is a problem with the brake light switch. I need to look into that, but currently, I just stick a key into the shift lock and unlock it to shift out of park. I believe that turning on the headlights (with the tail lights) will also make sure that the brake lights work. Anyways, pry the plastic border around the shifter on the console off. It is on the console to the left of the transmission letters (P, N, D4, D3, 1, 2).

Check your brake lights, if they are not working and car will not shift out of park, the brake interlock switch needs replacing.
