need more information........... will it crank over? if not does it make a clicking sound? do the lights on the dash light up when the key is on? is it a turbo or non turbo? if it is a turbo watch the factory boost gauge when the key is on does it lay at zero? if not it is leaking caps in the computer or if the boost gauge flickers, there is a lot of great information for your 1st gen dsm at Vfaq.com including mods and all of the bugs these cars have i own 2 talons and a laser vfaq.com helped me a lot plus its free if it is still up and running , also if yours is the 2.0 turbo or none turbo, check to make sure you didn't break a timing belt very costly if you did, but easy to check for, just open the oil fill cap and with safety glasses on have someone crank the car over while you watch for the cams and rockers for movement, if they are not moving you have big costly problems the most common no start problem with the dsm's are poor grounds, faulty ecu caps, maf sensor, fuel pump wiring, clutch safety switch if applies, crank sensor, camshaft sensor at top of valve cover " looks like a distributor with out wires", oil filled spark plug holes due to faulty valve cover gasket, oil soaked plug wires, faulty coil pack very common to find them cracked open and shorted and a pain to get to requires removal of the fuel rail in the 2.0 engines, i believe that with your year you can do the key cycle on off on off on off on and get blink codes from the check engine light that will be very helpful. if not search vfaq.com on how to retrieve the codes with a analog volt meter, hope this helps some but we really need more information about you car is it a 1.8 , 2.0, non turbo, 2.0 turbo,? and more details about what the car is doing eg cranks over wont start? wont crank over etc?
Never seen one of those require a relay... typically just a fuse for that.
Take it to the dealer as he has the information you seeek or get a manual on your car from the auto parts store.
Fuel pump is bad!
Have you tested the starter itself? Remove it, take to Auto Zone/Advanced/etc. and they'll do a free bench test for you.
Did you chaeck the fuel pump?
change the crank position sensor
The igniter has gone out. The part cost about $100.
. Disconnect and remove the battery and the battery box. Remove the upper IC pipe (If turbo'd) and throttle body elbow. Now you can see the fuel filter
It is in the fuel tank.

They both will be good part cars, the difference between laser and talon are bumpers, wheels, and steering wheel logo. make sure they have same engine size and engine model (turbo or not). The 94 will have a newer version of the 2.0L so things like dipstick, axels, head (bolt pattern), pistons, rods, crankshaft, timing setup, oil pan.
