Broken or weak spring on the timing chain tensioner?
Worn out timing chain doesn't seem possible on a Festiva, mine's
never been replaced and just turned 334,000 miles.
I once had a problem with a Chevy Luv that threw me.
It idled perfectly, like a clock, with 120 PSI on all four cyl,

Setting the timing on the newer computer controlled ignition systems can often require a little more research before you start. Often there is a jumper or some other procedure that you have to mess with to change the timing. You'll need to do a little research on your particular vehicle/ignition system to figure out how to do it, but in general, it's not terribly difficult... if that's even the issue with yours. worn out gear on the end of the distributor shaft, excessive end play in distributor shaft, advance springs missing or too weak, worn bushings in advance weights, bad timing chain and/or gears.

They are probably switching either in a yard or if you are seeing one at a crossing going back and forth they are probably switching at an industry or picking up or setting out cars for a customer. If you are seeing a train "go back and forth" up at a location they usually do not, they may be setting out a defective car (ie hot box), replacing a knuckle, or have some other issue.
The most common and easiest way is to slowly turn the distributor cap back and forth until the engine sounds most efficient.
