The turn signal flasher relay is located under the dash on the driver's side. It can be accessed by removing the lower cover beneath the steering wheel. When you look up underneath the dash, the relay will be a small (~1"x1") cylindrical can in a clip to the right of the steering wheel (that is, between steering wheel and driver's door), near the emergency brake lever. There is a two wire plug that attaches to it. When replacing the relay, I would suggest plugging in the two wire plug before snapping the relay back into the metal clip. As a note, the hazard flasher relay is under the dash on the passenger side, and it plugs into the "convenience" center with other circuit breakers and relays.
