On a 2003 Ford Crown Victoria : The trunk lid release button is on the drivers door trim panel
If the button is lost there is a manual cable release in the trunk located on the drivers side.

most of the time if you pop the trunk and look at the latch on the trunk itself you will see a defeat switch to disengage the trunk from opening without a key
On the left side of the trunk behind the trunk liner ( I assume there is an access hole )
Some Crown Victorias did not come with electronic trunk release buttons. But those that did, stowed the release button inside the glovebox door mounted to the dashboard inside. Open the glovebox door and it is mounted right inside on the left hand side on the dashboard, usually a bright yellow color.

Sorry, it's not a gas release, it is a fuel pump shut off. Should be on the drivers side behind the panel, in the trunk.
The wing nuts are in the trunk to release the tail lite assembly.

my 1996 reset switch is on the far left side of the trunk near the lid. it all black with a red button.
Its in the trunk In the trunk on the left hand side, behind the carpet and about 4 inches from the top of the fender. If the red button does not push down, that is not your problem.Allen
