I'm not a mechanic / technician , but the only way I can think of changing the FACTORY keypad code would be to change the RAP module and then reprogram your remotes to operate the new RAP module
In a 1998 Ford Explorer : The RAP module ( Remote Anti-theft Personality module ) is used with your anti-theft system and your keyless remotes ( each vehicle with keyless entry has it's own factory code )
It is located behind the left rear interior quarter trim.
On a 1998 Ford Ranger : In the Power Distribution Box ( which is " live " ) located in the engine compartment on the drivers side Relay ( # 5 ) is the fuel pump relay and also in the P D Box ( mini fuse # 9 is a 20 amp fuse for the fuel pump relay and RAP module )
On a 1998 Ford Explorer : I believe the RAP module is inside the storage area where your tire jack is ( cargo area , drivers side , behind removable plastic panel )
The powertrain control module (PCM) is visible from the engine compartment. It is in the firewall on the passenger side. The rap module for your keyless entry should be in your jack storage compartment (at least it is on the 4 door)

That's the Remote Anti-theft Personality module ( what a name ! ) It is used with the remote keyless entry / alarm system
