The 1991 Ford Mustang does not have an OBDII port, because OBDII was not standardized in the United States until 1996.
It is under the dash on the driver side.

I have a 2001, and the recharge port is on the passenger side, on the firewall. It's got a green cap on it and so far has been impossible to get to. Good luck.
