The tire jack is located in the rear inside of your Chevy blazer. The jack can be found in a side compartment.
It is what they call a "scissor" jack. It comes with a handle that also doubles as a lug wrench.

from 1985-1995 jack and jack handel/lug bolt wrench is located under the hood. 1996-2000+ jack and jack handle/lug bolt wrench is located in a compartment in driver side rear luggage compartment. spare tire is located under the vehicle just behind the rear bumper and is lowered on a cable by cranking on a bolt located under a carpet flap located in the luggage compartment located about 1/3 of the way from the passenger side. you must crank this bolt couter-clockwise quickly at first in the 1996+ models as that releases a safety latch. then loosen the lug bolts slightly and use jack under jack points located on either side about 1/4 from front or back.
If it is the supercab the lug wrench and the jack are located under the jump seat on the passenger side, at least in a 95 they are.
The tire jack is located under the back passenger seat. There should be something to pull the seat up with.
